Mobile roaming abroad in 2026: data, calls, SIMs and eSIMs

EU rules, Italian operator passes and practical checks for using a smartphone overseas without bill shock.

I prepare my phone before I travel. Offline maps and free Wi-Fi can help, but they do not replace a connection that works when I need to show a ticket, call my accommodation or receive a login code. A few checks before departure make the difference between useful service and an unpleasant surprise.

The word roaming suggests wandering: the phone leaves its home network and uses a foreign provider through an agreement between the two companies. Outgoing calls, incoming calls, texts and data can each follow different rules.

At a glance

Roam Like at Home applies across the EU, EEA, Moldova and Ukraine, but data can be limited by fair use. The UK and Switzerland depend on the provider. Elsewhere, check the precise country, validity, renewal, hotspot rules and onboard networks before switching on mobile data.

The decisive detail is not the name of a pass but the country list and allowance attached to the specific line.

How international mobile roaming works

When a phone joins a foreign network, the visited provider records the traffic and reports it to the company that issued the SIM. The final price depends on the country, home plan, add-on pass and network type. Interoperability makes the process almost invisible, but it does not remove tariff differences.

A call placed from home to a foreign number is an international call; a call placed while you are abroad is roaming. In the EU, calls from a consumer’s home country to another EU country are capped at €0.19 per minute plus VAT and texts at €0.06 plus VAT, while occasional roaming in the regulated area follows the domestic plan.

Mobile roaming in Europe: the 2026 rules

Roam Like at Home lets customers use domestic minutes, texts and data in the 27 EU countries plus Iceland, Liechtenstein and Norway, subject to fair-use conditions. Moldova and Ukraine joined on 1 January 2026. The current roaming regulation runs until 2032.

Fair use and the data allowance

Domestic minutes and texts are normally available as at home, but an unlimited or inexpensive plan may have an EU data allowance smaller than its domestic bundle. The 2026 wholesale data benchmark is €1.10 per GB excluding VAT. Where the regulated limit applies, the minimum allowance is twice the monthly fee excluding VAT divided by 1.10. The provider app or account shows the line’s actual allowance.

A provider may monitor presence and traffic for at least four months. If both use and presence abroad prevail, it must warn the customer and allow at least 14 days before applying regulated surcharges. EU roaming is designed for occasional travel rather than permanent use of a foreign SIM.

Spending protection and emergencies

The European emergency number 112 is free. Roaming data has a default cut-off close to €50 excluding VAT, with an alert at 80%, unless the customer chooses another limit. This protection matters outside the EU too, but it does not make a satellite network on a ship or aircraft inexpensive.

How to choose a roaming option

I start with four questions: which countries will I visit, how long will I stay, how much data will I use, and must calls or texts still reach my home number? Precise answers prevent comparisons between passes that look alike but have different countries, expiry times and renewal rules.

  1. Check the exact destination. A pass called “Europe” may exclude Switzerland, Albania, Türkiye, Monaco or San Marino.
  2. Find out when validity starts. It may begin at purchase, on first use or follow the calendar month; some daily passes end at midnight in the home provider’s time zone.
  3. Compare data, calls and hotspot use. A data-only eSIM does not replace calls and texts, and some passes restrict tethering.
  4. Check renewal and out-of-bundle charges. A pass may renew, stop data or revert to metered rates.
  5. Consider a local SIM or travel eSIM. For a long stay or heavy use it can cost less than repeatedly buying a short pass.

Roaming offers from Italian mobile providers

Commercial offers change more quickly than European law. The table lists current examples that show how Italian options are structured. Before buying, use the provider’s official destination checker and confirm that the pass is available on the specific line.

Allowances and promotions depend on the active plan. A screenshot saved months ago is not enough: the official provider page or app should confirm the country, allowance and price for the exact number.

Tourist SIMs and eSIMs for visitors to Italy

Visitors from the EU or EEA can often use a home SIM under European roaming rules. Travellers from the UK, Switzerland or outside Europe may avoid expensive home-provider charges with an Italian tourist SIM or a data eSIM. Check the identity document, tax-code rule, validity, Italian number and ability to receive one-time-password texts.

Phone setup and practical roaming advice

Before departure

  • Update the phone and provider app, save the support number and keep a screenshot of the pass conditions.
  • Check the APN, VoLTE and handset compatibility. In countries that have closed 2G or 3G, a phone without roaming VoLTE may struggle with voice calls.
  • Download essential maps, tickets, bookings, dictionaries and media for offline use.
  • Set data warnings and limits; disable mobile app updates, photo backup and video autoplay.
  • On a dual-SIM phone, choose the data line explicitly and disable automatic mobile-data switching.

On arrival

Read the welcome text from the provider: it should identify the network, allowance and applicable rates. If the phone does not connect, restart it, enable data roaming only on the intended SIM and select a partner network manually if necessary. Check immediately that usage is deducted from the correct bundle.

Borders, ships and aircraft

Near a border, a phone can join the neighbouring country’s network; manual selection prevents accidental roaming. At sea or in the air, a satellite or non-terrestrial network may appear and is not covered by EU roaming. Switch on airplane mode before departure and use only an onboard Wi-Fi product you deliberately choose.

Home number, OTP texts and messaging apps

A data eSIM can work alongside the home SIM for incoming calls and texts, but the home SIM must be prevented from using metered data. WhatsApp and similar apps continue to use the registered number even when another SIM supplies the connection; do not change the number inside the app merely because the data source has changed.

The option with the most data is not always the best. A weekend trip may favour the simplicity of a pass already attached to the home SIM; over a month, total cost, hotspot use, support and keeping the home number reachable matter more. It is better to decide before landing than after the first charge.

Frequently asked questions about mobile roaming

Can I use my entire home plan while roaming in Europe?

Domestic minutes and texts are normally available under the home plan, but data may have an EU fair-use allowance smaller than the domestic bundle. Check the allowance shown for the specific plan.

Are the United Kingdom and Switzerland included in EU roaming?

No. They are not automatically covered by EU law. Some providers include them commercially while others require a pass, so check the exact line before travel.

How can I avoid unexpected data charges abroad?

Check the destination in the provider app, disable automatic data switching between SIMs, restrict background use and set a warning or limit. Keep data roaming off outside included countries until the pass or eSIM is active.

Does EU roaming apply on ships and aircraft?

Not on satellite or other non-terrestrial onboard networks, where charges can be high. Use airplane mode and connect only to an onboard Wi-Fi service you have deliberately chosen.

Is a provider roaming pass better than a travel eSIM?

A provider pass is often simplest for a short trip, while a local SIM or travel eSIM may cost less for a long stay or heavy data use. Compare hotspot support, calls, validity and whether the home number must remain reachable.
